In terms of how many ads, that really depends on the client and what their objectives are. Some might want to run loads, will others will run hardly any at all. I’d treat paid ads as a separate piece of work, rather than bundle it in with organic. They work differently and so need different approaches and strategies.
As for small / medium / large companies, definitely aim or medium and large companies as they have more budget to play with and you can charge more.
However, smaller companies might like a package so they can easily budget for what services they’ll get from you, so packaging up your offer for different levels is smart.
